The Standard & Poor’s 500-stock index gained 23.43 points, or 1.6 percent, to close at 1,459.99, its highest level since the last day of 2007. The Dow Jones industrial average rose 206.51 points, or 1.6 percent, to close at 13,539.86. The Nasdaq composite index gained 41.51 points, or 1.3 percent, to close at 3,155.83.

The Fed’s emphasis on mortgage-backed bonds was a shift from recent stimulus efforts that focused primarily on buying Treasury bonds. The announcement pushed the interest rates on these bonds down on Thursday. The Fed chairman, Ben S. Bernanke, indicated in his news conference that the lower rates on mortgage bonds could allow banks to offer lower home loan rates. That could, in turn, encourage more construction and economic activity. Banks that offered mortgages were among the biggest gainers on Thursday, with Bank of America and JPMorgan Chase leading blue-chip stocks up.

But with interest rates already hovering near record lows, there is skepticism about whether the Fed’s plan will push rates down further or make it any more likely that Americans will return to the housing market.

“The program today is more likely to affect investors than the real economy,” said Dan Greenhaus, the chief global strategist at BTIG, an institutional brokerage. “Another easing program is only one part of what might be necessary to get the U.S. economy out of the rut in which it finds itself.”

The market’s gains added to three months of steadily rising share prices in the United States, which have brought the benchmark index up over 16 percent from early June. The biggest increases have come since the European Central Bank announced aggressive steps to end the Continent’s debt crisis.

In the United States, signs of economic cooling have been rising. The latest evidence came on Thursday, when the Labor Department announced that the number of people filing for unemployment benefits rose by 15,000 last week.

But the slowdown helped build expectations that the Fed would take action at the two-day meeting that ended on Thursday, and Mr. Bernanke did not disappoint.

“Despite the fact that the Fed telegraphed that it would do something, they managed to pull a rabbit out of the hat and surprise a little bit,” said Leslie Barbi, the head of the fixed-income portfolio at RS Investments.

The Fed’s announcement is a major new step in its evolving effort since the crisis to stimulate the economy, and it was quickly christened QE3. The first few rounds of so-called quantitative easing spurred market rallies that went on for months, often until the bond buying stopped. But each new program has had less of an impact than the one before it.

The path forward is not a complete departure from the Fed’s previous efforts. Until the end of the year, the central bank will continue buying longer-dated Treasury bonds and swapping them for short-term Treasury notes in what has been called Operation Twist. Mr. Bernanke also left the door open to more Treasury bond purchases. The yield on the 10-year Treasury bond, which moves in the opposite direction from bond prices, fell to 1.72 percent from 1.76 percent late on Wednesday.

But the emphasis is now shifting to mortgage bonds. Banks and government-sponsored agencies like Fannie Mae and Freddie Mac package new mortgages into bonds, which they sell to investors. When demand for the bonds rises, which translates into lower interest rates on them, banks can offer homeowners lower interest rates on their underlying mortgages.

The Fed’s first stimulus program, back in 2009, also focused largely on purchases of mortgage-backed bonds. Back then, the housing market was still lifeless and investors were unwilling to touch the bonds. The Fed’s effort is credited with getting the market off the ground at its lowest point. But after that program ended, the Fed moved its attention away from mortgage bonds.

Mr. Bernanke said on Thursday that the housing market had showed signs of turning around in recent months but continued to be “one of the missing pistons in the engine here.”

“To the extent that we can support housing, I think that would be a very useful outcome,” he said.

Another potential benefit of lower mortgage rates would be increased refinancing, which would free money to be spent in other parts of the economy.

Scott Simon, a mortgage bond expert at Pimco, said the focus on mortgages was likely to do more for ordinary Americans than the purchases of Treasury bonds in previous stimulus programs.

But Mr. Simon and other mortgage investors said several obstacles stood between the Fed and helping homeowners. One problem is that in recent months, investors have been eager to buy mortgage bonds, driving down rates on the bonds, but banks have not passed along the lower rates to their customers.

More broadly, housing analysts say the already record low interest rates have been only moderately successful at tempting potential home buyers back into the market.

Asked who he would bet on to win the race, Contador smiled and said: "Myself. If I didn't believe in my possibilities, then I would be deceiving myself."

The Saxo Bank-Tinkoff rider said he felt his lack of racing before the Vuelta had affected his chances. Since his ban ended, Contador has had time to take part in only one stage race, the seven-day Eneco Tour in the Low Countries, before heading to the Vuelta start in Pamplona on August 18.

"More racing would have blown away any dirt there was in the engine," he said. "I lack punch.

"If I had a little better race condition there's no doubt I wouldn't have lost time where I did in the first week.
